Threshold
Thresholds vision is an Ireland where everyone has access to affordable, secure, suitable and good quality housing in sustainable communities. Our mission is to prevent homelessness and to campaign for a right to housing for all by:
i. Providing tailored advice and representation to tenants and their families.
ii. Delivering services and supports that protect tenancies and prevent people in the residential rented sector from becoming homeless.
iii. Advocating for housing rights, through policy and legal positions informed by our services. Our values shape how we work.
Key among these are:
Independence - We are an independent organisation and will pursue our agenda with courage and fairness.
Accountability and Openness - We are fully committed to the values of transparency and accountability in our work and governance, and openness to change and adapt our services.
Dignity, Care and Respect - We will always treat our clients, our staff and other stakeholders with empathy, dignity, care and respect in all of our work and interactions.
Right to Housing - We believe that everyone has a right to housing and equality of opportunity.
Empowerment - We believe in assisting tenants with specific advice to enable them to solve their own housing problems, and where necessary, representing tenants in disputes and intervening in more complex cases.
Trust - We are trusted by clients, statutory bodies, other NGOs, donors and stakeholders to provide expert, accurate advice and evidence-informed policies.
Competence and Experience - Our advisors are a repository of knowledge and
expertise on housing law and policy. This is informed by our work with clients
and augmented by our policy, legal and campaign work, which in turn is led
and informed by the quanitative and case study data provided by our services.

where your money goes
Your support could help us answer the next call from someone facing homelessness, it can also prevent a household from becoming homeless for just €340. It currently costs the State over €30,000 per year to put a household up in emergency accommodation, at a huge emotional cost to the individuals and families themselves. Your support is the key to preventing homelessness and securing a safe and affordable housing system for all generations.
history
For the past 45 years, Threshold’s mission
has been to advise and empower individuals
and families in the private rental sector of
their housing rights, to represent them where
necessary, to prevent homelessness and to
advocate for a fairer housing system in Ireland.
Thanks to the kind support of our donors and
funders, homelessness prevention continues to
be at the core of what we do.
Tenancy termination, usually due to a landlord
selling their property, was the key issue facing the
private renters we worked with in 2022. Our advisors
work tirelessly to ensure that tenants were advised
of their rights and options, and homelessness was
prevented as much as possible.
In 2022, Threshold advisors assisted 18,684 households (39,108 adults and 14,548
children), of which 14,478 were households where a new case was opened during the
year. Of these 14,478 households, 10,870 were seeking Threshold’s assistance for the
very first time.
Our advisors’ understanding of the Residential Tenancies Act means they are well placed
to represent clients at the Residential Tenancies Board (RTB) and assisting households to
submit disputes in support of their tenancies. Their expertise has become a cornerstone
in safeguarding the rights of those facing housing challenges. In 2022, your generosity
enabled us to represent 278 households at the RTB, offering a lifeline to those navigating
this complex legal terrain.
The 10th anniversary of our
dedicated specialist support
service to the staff and
volunteers of the Citizens
Information Centres (CICs)
across the country took place in
2022. Since it’s establishment,
we have assisted the CIC with
5,314 queries from renters.
